WHO CREATES THE RULES FOR EXAMS?

Ofqual (the Office of Qualifications and Examinations Regulation) sets the rules and regulations for A-levels and GCSEs (General Certificate of Secondary Education) in England. These rules cover a wide range of areas including assessment, grading, exam administration, and qualification criteria. Below are some key rules and regulations that Ofqual has established for A-levels and GCSEs:

OFQUAL & A-LEVEL RULES

Grading System

A-levels are graded from A* to E, with A* being the highest grade.

Assessment

Typically, A-levels involve a combination of coursework and examinations, although the balance can vary depending on the subject.

Modular vs. Linear

In the past, A-levels were often modular, with exams spread out over the course of study. However, many subjects have transitioned to linear assessment, where exams are taken at the end of the course.

Subject Content

Ofqual sets out the content that must be covered in each A-level subject, ensuring consistency and quality across different exam boards.

OFQUAL & GCSE RULES

Grading System

GCSEs are graded from 9 to 1, with 9 being the highest grade. The old A*-G grading system has been phased out.

Assessment

GCSEs typically involve a combination of coursework, controlled assessments, and final examinations, though the exact format can vary by subject.

Controlled Assessments

These are assessments that are completed under controlled conditions within the classroom, often replacing older forms of coursework.

Subject Contents

Ofqual specifies the content that must be covered in each GCSE subject, ensuring consistency across different exam boards.

Tiered Papers

Some GCSE subjects offer tiered papers, where students can take either a foundation tier (grades 1-5) or a higher tier (grades 4-9), depending on their ability.

OFQUAL & GENERAL RULES

Assessment Objectives (AOs)

Ofqual defines assessment objectives for each subject, outlining what students are expected to demonstrate in their exams.

Special Consideration

Provision is made for students who may have missed exams due to illness or other extenuating circumstances

Exam Administration

Ofqual establishes guidelines for exam administration, including the scheduling of exams, exam security measures, and protocols for conducting exams.

Course Content

Ofqual approves the content of A-level and GCSE courses, ensuring that they meet national curriculum requirements and are appropriate for the level of study.

Special Considerations

Ofqual provides guidelines for special considerations, such as extra time or alternative arrangements, for students with disabilities or special educational needs.

Appeals Process

Ofqual establishes procedures for appealing exam results, including deadlines for submitting appeals and criteria for reconsideration.

Malpractice and Maladministration

Ofqual sets rules and penalties for malpractice (e.g., cheating) and maladministration (e.g., administrative errors) in A-level and GCSE exams.

Regulated Qualifications Framework (RQF)

Ofqual ensures that A-levels and GCSEs are aligned with the RQF, which provides a framework for comparing different qualifications and levels of achievement.

Quality Assurance

Ofqual implements quality assurance measures to monitor the standards of A-level and GCSE exams, including standardisation of marking and moderation of assessment.

These rules and regulations are designed to ensure that A-levels and GCSEs maintain high standards of academic rigour, fairness, and reliability across different subjects and exam boards. Ofqual continually updates and refines its regulations. For the most current and detailed information, please refer directly to Ofqual’s website at ofqual.gov.uk
